base-system: dosfstools construye — drop autoconf/automake/libtool espurios

mkfs.vfat/fsck.fat 4.2 estático (b3:6fdabec4) para la ESP del instalador. La receta ya usaba ./configure directo; sólo sobraban las build-deps de regeneración autotools.
